It would require earlier notice to property owners, increase the proof required to forfeit proceeds of controlled substance crimes and transfers of forfeitable property. An owner or claimant could request a preliminary hearing beyond hearings authorized by current law. Seizing law enforcement agencies could not use forfeited property. Sale proceeds would be allocated to common school fund and drug treatment programs.
